Notice of Public Comment Period

August 22, 2018 – September 21, 2018

The Charlotte Regional Transportation Planning Organization (CRTPO) held a comment period to receive public input on the following topics:

  1. 2045 Metropolitan Transportation Plan Amendment
The amendment will incorporate twelve performance measure targets into the 2045 MTP. This action is being taken as part of the CRTPO’s efforts to incorporate federally-mandated performance-based planning into its long-range planning process.

  2. Air Quality Conformity Determination on the 2045 Metropolitan Transportation Plan and 2018-2027 Transportation Improvement Program
This action will determine that the 2045 MTP and the 2018-2027 TIP conform to 1997 and 2008 National Ambient Air Quality Standards. The conformity determination process incorporates changes to six projects.  The changes are due to timing, cost, and scope, and will result in amendments to the 2045 MTP and 2018-2027 TIP.

The following provides more information about the two proposed actions

2045 Metropolitan Transportation Plan Amendment
The CRTPO proposes to amend its 2045 MTP to incorporate the performance measures and targets shown below.  The targets were established by the North Carolina Department of Transportation (NCDOT), and the CRTPO staff recommends that the CRTPO Board endorse the NCDOT targets.

In addition to the above, the CRTPO also proposes to amend the 2045 MTP to incorporate a project to improve Kensington Drive, from NC 16 to Sunset Hill Road, in Waxhaw.  The CRTPO Board recently awarded $1,802,447 in STBG-DA funds to the project and amended the 2018-2027 TIP to include the project.
