2020-2029 Adopted Transportation Improvement Program (TIP)

The CRTPO adopted the 2020-2029 TIP, the 2045 MTP amendments, and an air quality conformity determination at the February 19, 2020 meeting. 

The Transportation Improvement Program (TIP) identifies the transportation projects and strategies that CRTPO and NCDOT plan to undertake over the next ten years. All projects receiving federal funding must be in the TIP. The TIP is the region’s way of allocating its transportation resources among the various capital and operating needs of the area, based on a clear set of short-term transportation priorities.
The TIP:

  • Is updated at least every two years;
  • Is realistic in terms of available funding and is not just a "wish list" of projects. This concept is known as fiscal constraint;
  • Conforms with the State Implementation Plan (SIP) for air quality (CRTPO is classified as nonattainment for ozone);
  • Is approved by the MPO and the governor; and
  • Is incorporated directly, without change, into North Carolina’s State Transportation Improvement Program (STIP).
  • The process by which the NCDOT STIP is developed is known as NCDOT Prioritization

NCDOT maintains a “Live STIP” that is updated monthly based upon TIP amendments that are approved by the Board of Transportation. NCDOT’s Live STIP can be viewed here.

A series of schedule changes for legacy projects (NCDOT Prioritization 4.0) were necessary to balance the available revenue between the 2018-2027 TIP and the 2020-2029 TIP. These changes have been recommended by NCDOT and will need to be included in the CRTPO’s TIP adoption process. The list of the recommended legacy project schedule changes can be viewed here.

The CRTPO 2020-2029 Transportation Improvement Program (TIP), adopted February 19, 2020, can be viewed here. As mentioned above, this document is incorporated directly, without change, into NC’s STIP. This document is not updated monthly like the “Live STIP” so stakeholders should refer to the link above for the most up-to-date TIP.

2045 MTP Amendments

Following the adoption of the 2020-2029 STIP by NCDOT, a series of amendments to the 2045 Metropolitan Transportation Plan (MTP) Amendments were required to ensure that the plan conforms to CRTPO’s TIP. Amendments were required to the 2045 MTP for the following reasons:

  • To add new projects that were not previously in the 2045 MTP, but were identified in the DRAFT TIP
  • To move projects to a different horizon year in the 2045 MTP
  • To change project extents in the 2040 MTP to match the limits in the DRAFT TIP.

The TIP is a subset of the 2045 MTP and both documents should match.

Air Quality Conformity Determination

The Clean Air Act requires the CRTPO to demonstrate that its Transportation Improvement Program (TIP) and Metropolitan Transportation Plan (MTP) conform to the Statewide Improvement Program (SIP). Transportation conformity is an important part of the CRTPO’s planning process. The Air Quality Conformity Determination Report can be viewed here and certifies that the projects proposed within the 2020-2029 TIP and 2045 MTP are within the prescribed limits for air quality within the Charlotte region.

TIP Financial Plan

Federal regulations require Metropolitan Transportation Plans (MTPs), Transportation Improvement Programs (TIPs), and Statewide Transportation Improvement Programs (STIPs) to be “fiscally constrained.” The requirement for fiscal constraint is met through the preparation of financial plans, the requirements for which are contained in the joint FTA/FHWA regulations for Statewide and Metropolitan Transportation Planning (23 CFR 450). These regulations specify that the financial plan must be fiscally constrained for the first four program years of the TIP. East-West Connector (U-6239) Project Conformity Determination and 2045 MTP/2020-2029 TIP amendments

The Town of Mooresville received a $13.6 million federal BUILD grant to construct the East-West Connector project in November 2019. A “short-form” conformity determination report was performed to ensure that the Metrolina SIP has an adequate emissions budget to incorporate the East-West Connector project within the 2025 horizon year of the CRTPO’s 2045 Metropolitan Transportation Plan. The CRTPO Board approved an air quality conformity determination and amendments to the 2045 Metropolitan Transportation Plan (MTP) and the 2020-2029 Transportation Improvement Program (TIP) for the East-West Connector project (U-6239) in Mooresville during the May 20 meeting.
