Comprehensive Transportation Plan Work Group

The CRTPO has had multiple working groups charged with evaluating and addressing issues related to the Comprehensive Transportation Plan (CTP).

The first CTP Work Group was involved with developing a whitepaper from 2018 to mid-2019. The Centralina Council of Governments (now the Centralina Regional Council) conducted the study and crafted a whitepaper to describe and document how member jurisdictions within the CRTPO preserve and protect corridors and right-of-way (ROW) for future transportation projects. The second iteration of the CTP Work Group was established with two goals:

1. Evaluate the eleven (11) recommendations developed as part of the whitepaper and make final recommendations to the CRTPO Technical Coordinating Committee and Board on potential ways to address the issues and challenges for ROW preservation.
2. Review the existing CTP amendment guidelines and help to rewrite or update the processes, gaps and missing sections (such as guidelines for transit and rail).

Updated CTP Amendment Guidelines were approved by the CRTPO Board on November 17, 2021. The CRTPO’s Public Involvement Plan (PIP) was updated in 2023, which includes the CTP amendment process as an appendix (Appendix C).
