Public input begins on the CRTPO’s local input point assignment for regional impact and division needs projects under NCDOT’s Prioritization 8.0

The Charlotte Regional Transportation Planning Organization (CRTPO) opened a 30-day public comment period, beginning Thursday, July 16, 2026, requesting public input on the local point allocation for projects on the draft Regional Impact and Division Needs projects lists for Iredell, Mecklenburg, and Union counties. This is the final public comment period prior to the release of the draft 2028-2037 Transportation Improvement Program (TIP). Prioritization 8.0 (P8.0) is the name of the process administered by the North Carolina Department of Transportation (NCDOT) to develop the 2028-2037 TIP. The public comment period will be open until 5:00 p.m. on Friday, August 14, 2026.
Highway, aviation, bicycle and pedestrian, rail, and transit projects are all represented on the draft lists and maps proposed for Regional Impact and Division Needs local input point assignment, and can be found on the CRTPO Prioritization 8.0 / 2028 – 2037 TIP Development webpage. Regional Impact highway projects consist of U.S. and North Carolina routes (i.e., US 21, US 521, NC 49, and NC 200); transit and rail projects. Division Needs highway projects consist of all secondary roads and federal-aid eligible local roads (i.e., Langtree Road, Ballantyne Commons Parkway, and Wesley Chapel-Stouts Road); bicycle and pedestrian, rail, and transit.
NCDOT has developed quantitative scores for transportation projects submitted by Metropolitan Planning Organizations (MPOs), Rural Planning Organizations (RPOs) and NCDOT Divisions, according to formulas established under the Strategic Transportation Investments (STI) law. The STI law is a quantitative, data-driven approach to develop the Statewide Transportation Improvement Program (STIP) and its local counterpart, the locally adopted Metropolitan TIP. The CRTPO has 2,500 local input points to allocate to its projects within the Regional Impact tier and an additional 2,500 points to allocate within the Division Needs tier of STI. The STI legislation specifies that MPOs, RPOs and NCDOT Division offices must adhere to their adopted methodologies to the greatest extent possible when assigning local input points.
Residents may provide comments by email, regular mail, electronically, and verbally during a CRTPO Board meeting.
Verbal comments can be provided during the August 19, 2026 CRTPO Board meeting. The meeting is held at the Charlotte-Mecklenburg Government Center, 600 E. 4th St., room 267, Charlotte, beginning at 6 p.m. Those who wish to speak must sign up at least five minutes prior to the start of the meeting. The CRTPO Board is anticipated to approve the allocation of local input points for Regional Impact and Division Needs projects for all modes to NCDOT for scoring in P8.0 during the August 19 meeting.
The Prioritization 8.0 process will conclude with the release of the draft 2028-2037 TIP. The 2028-2037 TIP will be adopted by the CRTPO Board in 2027.
