The CRTPO adopted the 2040 Metropolitan Transportation Plan (MTP) and made an air quality conformity determination on the MTP on April 16, 2014.  The MTP was amended with the adoption of the 2016-2025 TIP in August of 2015 and again because of the acceleration of several projects due to additional state revenue in February of 2016.  An addendum to the 2040 MTP describing the amendments, along with revised project lists and figures, is provided below.

The CRTPO is responsible for maintaining an MTP for its entire planning area, which outlines its goals and objectives, as well as addresses transportation related issues and impacts over a 20-year minimum horizon. The MTP is a federally-mandated and complies with the Statewide and Metropolitan Transportation Planning regulations issued by the US Department of Transportation.

The MTP is updated every four years, allowing CRTPO the opportunity to incorporate the most recent data, identify any changes in factors affecting travel demand, and modify policies, programs or projects based on the most recent information and conditions. This is an ongoing process, but the MTP update provides a platform for sharing updated information, and ensures compliance with federal regulations in order to continue receiving federal funds to address the needs of the region.

Conformity is also required by federal regulations to ensure that federal funding and approval are given to highway and transit projects that are consistent with (“conform to”) established air quality goals. (More information can be found in the Air Quality Conformity Determination Report below.)

Amended 2040 MTP Fiscally Constrained Project List

The 2040 MTP is required to be a financially feasible document.  As such, the projects approved for inclusion in the list must demonstrate that the expected year of expenditure project cost will not exceed the anticipated revenue available over the horizon of the plan.  Having determined that the project list meets those requirements, the CRTPO board approved amendments to the fiscally constrained project list on August 19, 2015 and February 17, 2016.

Conformity Update & Public Comment Period 2008 Ozone Standard

A 30-day comment period ending April 8, 2013 was established to receive the public’s input on proposed action to demonstrate that CRTPO’s 2035 Long Range Transportation Plan and 2012-2018 Transportation Improvement Program conform to the new ozone standard (see below for details).

Conformity Analysis and Determination Report for the Metrolina Area:

In 2012 the National Ambient Air Quality Standard (NAAQS) for 8-hour ozone was revised to reflect improved scientific understanding of the health impacts of this pollutant. This is known as the 2008 8-hour ozone NAAQS. Effective July 20, 2012, the Environmental Protection Agency (EPA) declared the Charlotte area as being “marginal nonattainment” for the 2008 8-hour NAAQS. Federal regulations require CRTPO to demonstrate that its 2012-2018 Transportation Improvement Program (TIP) and 2035 Long Range Transportation Plan (LRTP) conform to the new standard. There are no TIP or LRTP amendments associated with this conformity determination.

2040 MTP Roadway Project Evaluation

The roadway candidate projects were scored using the CRTPO’s approved 2040 MTP Roadway Ranking Methodology. In addition, a MTP Ranking Committee was formed to participate in the evaluation process.
