The CRTPO adopted the 2018-2027 TIP, the 2040 MTP amendments, and an air quality conformity determination during the September 20, 2017 meeting.

The CRTPO held a public comment period on the 2018-2027 TIP, the 2040 MTP Amendments and an air quality conformity determination from July 9 until August 16, 2017. Public comment summaries and responses can be viewed by clicking here.
2040 Metropolitan Transportation Plan Amendments
Following the release of the DRAFT STIP by NCDOT, a series of amendments to the 2040 Metropolitan Transportation Plan (MTP) Amendments were required to ensure that the plan conforms to CRTPO’s Draft TIP. Amendments were required to the 2040 MTP for the following reasons:
- To add new projects that were not previously in the 2040 MTP, but were identified in the DRAFT TIP
- To move projects to a different horizon year in the 2040 MTP
- To change project extents in the 2040 MTP to match the limits in the DRAFT TIP.
- The TIP is a subset of the 2040 MTP and both documents should match.

Air Quality Conformity Determination
The Clean Air Act requires the CRTPO to demonstrate that its Transportation Improvement Program (TIP) and Metropolitan Transportation Plan (MTP) conform to the Statewide Improvement Program (SIP). Transportation conformity is an important part of the CRTPO’s planning process. The Air Quality Conformity Determination Report can be viewed here and certifies that the projects proposed within the 2018-2027 TIP and 2040 MTP are within the prescribed limits for air quality within the Charlotte region.

TIP Financial Plan
Federal regulations require Metropolitan Transportation Plans (MTPs), Transportation Improvement Programs (TIPs), and Statewide Transportation Improvement Programs (STIPs) to be “fiscally constrained.” The requirement for fiscal constraint is met through the preparation of financial plans, the requirements for which are contained in the joint FTA/FHWA regulations for Statewide and Metropolitan Transportation Planning (23 CFR 450). These regulations specify that the financial plan must be fiscally constrained for the first four program years of the TIP. The CRTPO’s Financial Plan for the 2018-2021 program years can be viewed here.

Financial Plan

Updated Air Quality Conformity Determination
In response to the FHWA guidance, the CRTPO Board made an air quality conformity determination based upon the 1997 ozone standard on the 2045 MTP and 2018-2027 TIP during the October 17, 2018 meeting . (The conformity determination process included the 2008 NAAQS.) Needed amendments to the MTP and TIP were folded into the process, and are listed in the table below.

Amendments
Amendments and Modifications to the 2018-2027 TIP
The CRTPO is responsible for maintaining its current TIP by approving amendments and modifications to projects on a routine basis. These amendments and modifications must also be approved within NCDOT’s current STIP. The CRTPO Board approved a series of updates to its TIP Amendments and Modifications Guidelines during its meeting on October 17, 2018. The purpose of these amendments was to better align with the NCDOT’s STIP amendment guidelines. The CRTPO’s updated TIP amendment and modifications guidelines can be viewed here.
Amendments
Amendments to the Transportation Improvement Program must be approved by the CRTPO Board and must appear on the regular agenda as an action item. Two or more requests for amendments may be addressed by the MPO as a single agenda item.
The amendment process is required when changes:
a. cause the addition or deletion of a project;
b. cause the addition or deletion of a state-funded regionally significant project;
c. trigger the need for an air quality conformity determination;
d. shift a project across horizon years of the Metropolitan Transportation Plan;
e. Change in project cost beyond a predetermined threshold; increases in highway projects that exceed both $ 2 million and 25% of the original cost and may affect fiscal constraint and changes (increases or decreases) in transit projects that exceed either $1 million or 25% of the original project cost; result from changes in funding sources involving nontraditional funding sources; or
f. in design concept or scope significantly change the project termini or type, number of through lanes on a non-exempt project, or significantly alters the proposed transit coverage area.

Administrative Modifications
Administrative modifications to the Transportation Improvement Program can be made by the CRTPO staff. Administrative modifications must be consistent with the definition of Administrative Modification as found in 23 CFR 450.104. Changes to the TIP can be made through the administrative modification process when:
a. the project in question is not being added to or deleted from the TIP;
b. a change in project costs are below the predetermined thresholds (as noted in the Amendment section);
c. the project utilizes State or local funds only and is not deemed to be regionally significant;
d. the proposed changes are deemed to be minor changes (as determined by the TCC) to project scope or description and do not
significantly diminish the ability to achieve the original project intent; and
e. Schedule changes that move project authorization dates within the first four years of the TIP time window and do not cross MTP Horizon Years; and,
f. changes in traditional funding sources occur. This includes a revenue-neutral exchange of two different traditional funding sources between two active projects. (e.g. the exchange of Bonus Allocation and STBG-DA funding for the purpose of allowing both projects to move forward).
