Division Needs Local Input Points Allocation Process
A public comment period was conducted from August 18 through September 23 on the draft allocation of local input points to Division Needs projects in Prioritization 4.0 based upon the approved CRTPO local input points methodology. A schedule of CRTPO’s local input points allocation process for the Division Needs tier of P4.0 can be viewed here. A public meeting was held prior to the Wed. August 17, 2016 MPO meeting. All MPOs and NCDOT Divisions must assign their Division Needs points to projects by the end of October. Division Needs highway projects consist of state-maintained secondary roadways (i.e. Broad Street in Statesville, Ardrey Kell Road in Charlotte, and Old Monroe Road in Monroe), aviation, bicycle and pedestrian, rail and transit projects. Regional Impact Local Input Points Allocation Process
A public comment period was held from Fri. May 6, 2016 until Wed. June 1, 2016 on the draft allocation of local input points to Regional Impact projects in Prioritization 4.0 based upon the approved CRTPO local input points methodology. A public meeting was held prior to the Wed. May 18, 2016 MPO meeting. Regional Impact highway projects consist of U.S. and North Carolina routes (i.e. US 21, US 74, NC 73 and NC 160), regional transit and rail projects. Division Needs Highway Projects:
Prioritization is NCDOT’s decision making tool for developing the Transportation Improvement Program (TIP), which is a listing of projects to be delivered within an upcoming five-year work program. The current round is known as Prioritization 4.0 (or P4.0), and will develop the 2018-2027 TIP. CRTPO is involved in the nomination of projects for scoring by NCDOT, and the application of local input points based upon its methodology. The NCDOT-Strategic Prioritization Office of Transportation (SPOT) leads this process by providing oversight to MPOs, RPOs and Divisions throughout the state as well as scoring the projects.
Local Input Points from MPOs and NCDOT Divisions contribute to the final project scores for Regional Impact and Division Needs tier projects under P4.0 – (see STI legislation for more details). Projects with higher final scores have a greater chance of being programmed into the TIP based upon the STI legislation.
CRTPO is eligible for allocating the following amount of local input points:
- 2,500 for Regional Impact category projects
- 2,500 for Division Needs category projects
A nuance to P4.0 is the separation of the local input points allocation process for Regional Impact projects occurring in April through June, and Division Needs projects in August through September. This allows for jurisdictions to review draft scores and determine if the application of a local contribution is necessary to improve the final score.
Projects of all modes, including highway, bicycle/pedestrian, transit, and others are scored based on a combination of quantitative data and local input. The quantitative evaluation consists of criteria such as congestion and safety, and analyzing project benefits compared to cost, as well as expected economic impacts. Local input comes from the priorities of the local Metropolitan Planning Organizations (MPOs) and NCDOT Division Offices.
